Planning Competition 2009 The cultural centre in this smallish city in the industrially productive south-western part of Germany acts as a unifying element between the two main urban elements of the location: The town hall with its tower and a market place with its connection to the lake and the adjacent park. The building base with a "Colonnade" façade defines a new space edge for the market place. This evocative architecture is reminiscent of the ancient Greek "Stoa" a place of culture and debate amongst intellectuals. It not only serves as an entrance to the building but as a communicative place. The new library forms a high point. Large metal sliding elements function as solar shading panels. The pixel pattern lasered into the sliding panels is a digital representation of literary texts, translated into binary computer language.The building is based on a passive, energy saving ventilation and cooling system. This system can generate the ventilation of the building between 50 and 70 percent of the year without additional cooling or heating energy and without significant mechanical support of ventilation. Within this period of the year reasonable temperature conditions can be maintained in the premises by natural means.The main engine of this thermodynamic passive ventilation system is the double skin façade of the library cube. The air between the two sealed façade layers obtains a sufficient temperature through thermal gains as to create a natural stack effect. This stack effect creates a low pressure extracting the air from the building base and the library cube up over the roof. The air supply is streaming through a labyrinth of ducts through the basement of the building, which is tempered by the constant temperature of the adjacent soil.
